Understanding SRO 1429: Tariff Notification Explained

Government of Pakistan – Ministry of Energy (Power Division) issued SRO 1429(I)/2021 in pursuance of section 31 of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 (XL of 1997).

NEPRA Distribution Performance Standards Explained

(1) These Rules may be called the National Electric Power Regulatory Authority Performance Standards (Distribution) Rules, 2005.

(2) These shall come into force at once: ––

Provided that sub-rule (3) of rule 5 and clause (b) rule 9 shall be applicable after four years of the date of coming into force of these rules:

2. Definitions.––

 

Consumer Eligibility Criteria for Electricity Connections

(1) Following shall be the eligibility criteria for a person to obtain an electricity connection from a distribution licensee:

(a) the applicant has filed an application in the form and manner provided in the Distribution Service Manual:

Provided that the distribution licensee shall make available on its website and in its offices the relevant application forms and information concerning all other requirements including guidelines for filing of the application by the applicants;

(b) the applicant has deposited the applicable charges (if any) for the proposed dedicated distribution system up to the interconnection point including the metering installation;

Consumer Service Manual (CSM) – Revised 2025

Issued by the National Electric Power Regulatory Authority (NEPRA)

The Consumer Service Manual lays down the instructions in pursuance ofSection 21 (d) of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 read with Rule 9 of the NEPRA Licensing (Distribution) Rules, 1999 which shall be administered by a distribution licensee, O&M Operator, Electric Power Supplier, Authorized Agent, as the case may be, to ensure safe, effective and reliable supply of electric power to consumers. Pursuant to sub rule 6 ofthe ibid rule the Authority may from time to time direct the licensee to revise the Consumer Service Manual in such manner and with respect to such details as the Authority may direct, provided that the licensee shall not be required to revise Consumer Service Manual in a manner which may cause the licensee to be in breach ofLaws or the applicable documents.

 

Terms and Conditions of Tariff – KE Electric

The Company, for the purposes of these terms and conditions means K-Electric engaged in the business of distribution of electricity within the territory mentioned in the licence granted to it for this purpose.

  1. “Month or Billing Period”, unless otherwise defined for any particular tariff category, means a billing month of 30 days or less reckoned from the date of last meter reading.
  2. “Minimum Charge”, means a charge to recover the costs for providing customer service to consumers even if no energy is consumed during the month.
  3. “Fixed Charge” means the part of sale rate in a two-part tariff to be recovered on the basis of “Billing Demand” in kilowatt on monthly basis.
  4. “Billing Demand” means the highest of maximum demand recorded in a month except in the case of agriculture tariff D-2 where “Billing Demand” shall mean the sanctioned load.
